Currently serving as the judge in Flatrock (Arizona Territory), Judge Walker is considered one of the most strict judges current presiding in the territory. He is immune to bribery and was known to have chastised a gang of men so throughly during an attack on his court that each of them willingly surrendered to the local law. That incident made him a local legend in the territories.

His sense of justice is tied to two things: First and foremost is Law of God as found in the Bible, and the Law of Many as found in the U.S. Constitution. Every decision he makes depends on how those before him stand next to these unassailable pillars.

If Judge Walker has befriended the characters then they will find a strong advocate in their corner. However, if they so much as step across the line of the law or Man or God then he will spare no effort to see them brought in for justice.

While Judge Walker is vehemently opposed to any sort of “mob justice” and he has a moral distaste to bounty-hunters and vigiliance gangs (unless supported by their local church) — he has accepted their presense in the west as a currently unavoidable situation until Arizona becomes a state and proper local control will take place. If Judge Walkers finds someone in violation of the law he will spare no expense, leave no stone unturned, until they are brought before him for justice.

Legends say he once had a corpse that had been hung by a vigiliance gang cut down and brought before him in court. There he sentenced the man to be hung from the neck until dead for his earthly crimes, then given a proper christian burial (paid for by the vigiliance gang) so that he may plead his case before a higher court. At the same time he issued warrents for the arrest of the three men involved in the man's hanging — even though they were all prominent men of the community. Timeline
